Stimulus Incentive Overview

Qualifying for the $44,000

On February 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act. The health IT component of the Bill is the HITECH Act, which appropriates $19.5 billion dollars to encourage healthcare organizations to adopt the utilization of Electronic Heath Records (EHR or EMR they mean the same thing).

The intent is to establish the exchange of health information on a regional level. As a result, the country will save billions of dollars on the provision of healthcare, and our citizens will receive coordinated, informed care from the network of providers. Under the economic stimulus plan, physicians and providers can qualify for $44,000 in incentives if they demonstrate “meaningful use” of an EMR starting in 2011.

Meaningful Use

The Health and Human Services (HHS) and the Office of the National Coordinator for Health Information Technology (ONCHIT) are still formulating the final definition of rules for “meaningful use”. Some of the present rules to qualify for the incentives are:

  • Providers need to prove “meaningful use” of their EMR for 90 days and then for an entire year and each subsequent year
  • e-prescribing  Physicians must prove they have met 25 different functions with their EMR
  • Use of clinical decision alerts
  • Chart sharing

The incentive payments will begin in 2011. The government wants to encourage early adoption. Therefore, the largest incentive payments are early in the program and those that don’t demonstrate “meaningful use” will be penalized through lower payments.
